Personal Address for users is automatically populated

Question

Why is the Personal Address for users set to an address that is not their personal address?

Answer

The Personal Address field for users defaults to the emergency address for the Site initially chosen at the time of user creation. This can be changed to "None" during the manual creation process, or individually after the user is already created.

There is currently no option to override the default behavior when bulk uploading new users.

Additional Information

Changing the Site after the user is already created will not change the Personal Address.
