No. Account Manager automatically updates the PBX based on local time zone.
Additional Information
You can update the time zone in Phone System > Company Settings > Time Zone. However, if you do have the correct time zone, but the PBX time is still incorrect, it is advised to try toggling the time zone (Select a different time zone in the drop-down section, save settings, then change it back to the original one).
