Desk phone only extensions (or extensions where the user is not signed in to Work for Desktop, Work for Mobile, or Work for Web) will only show as offline or on a call.

8x8 Work directories, be it on the mobile or desktop version, only show the advanced presence or status of other Work for Desktop or Work for Mobile extensions. This also applies to the Display Status report in Analytics for 8x8 Work.
