Why does it state Unavailable for chat when trying to do agent to agent chat?

Answer

This occurs when the users have not been given permissions to use agent to agent chat. 

You can find this in the configuration manager under the user, Interactions tab

This may also occur if you're trying to transfer a chat as transfers of chat can only be done to a queue not an individual agent.
