Why am I unable to mention anyone other user than evaluating one?

Why am I unable to @mention anyone other than the person I am evaluating. All other users are greyed out so you can’t select them.

Answer
You can only mention the user you're evaluating, as other users might not have the ability to access any of their colleagues' interactions.
