Users are consuming Additional Local Number licenses instead of Local Number - Included licenses

Symptom

Users are consuming Additional Local Number licenses instead of Local Number - Included licenses.

Resolution

1. For the user that is consuming an Additional Local Number license, assign them a second number.
2. Unassign the user's original DID.
3. Click Save.
4. Reassign the user's original DID.
5. Remove the second number assigned in Step 1.
6. Click Save.

Following this the license counts should be correct and the Additional Local Number licenses should be freed up.

Cause

The system will try to assign the Local Number - Included license when the phone number is assigned to the user. If there were none available at the time the number was assigned, it may instead assign an Additional Local Number license.
